Exactly (within the FUP at least). I hate idle resources. I won't go for 100% utilization because that limits its ability to handle burst traffic, but I go as high as I can while doing something useful.
Lots of disk space and RAM? I can run Freenet. Lots of disk space but little RAM? Anna's Archive mirroring with rtorrent. Large and very fast NVMe? Monero non-mining node. Lots of vCPUs? I'll fire up I2P, which is too heavy to run alongside Tor on the same vCPU. . An extra IPv4? Snowflake proxy. Fast network that handles bursts? Syncthing relay.
I'm currently looking for something that can make use of very small (<15 GB) storage and requires very little CPU and RAM. Seeding Anna's Archive torrents _would_ fit the bill but isn't practical without >100 GB free. And H&H sadly uses Java.
Maybe a dns service,http redirect,network time,whatmyip service?
That could work on a single system, but there won't be much use for 58 identical "what's my IP" services.

We had broadband in Canada in the 90's. I lived in rural places and had cable or dsl options in like '96.
In Netherlands I had my first home broadband in 1999 done by a hugely incompetent ISP operator UPC/Chello, the performance was sometimes even slower than dailup modem. I remember often switching to dailup when the cable internet was too slow, even slower than dailup. The operator said those were just young child diseases and will be solved soon. I switched to dsl not much later, which had lower download speeds but was much more predictable.
