What ISP options do you have? That's the biggest consideration.
For me, it's DSL that goes down when the power is out, or Starlink. I don't think hosting much on either would be great for anyone.

This is a very complex, difficult and complicated question. It all depends on what one has.
With 4G, you should consider attic data center.

I don't know what you mean. The more computing power you get per watt, the better it is for your electricity bill. Keep in mind this community is low-end and you will need to squeeze in as many services as possible. You need to crunch some serious math, so that you can also make some profit without overburn — for this there are spreadsheets and programs like Libreoffice Calc.

There was a hobby colocation provider explosive.net between the late-90s and 2007. They ran off a single T1 line from someone's Bay Area basement, and later dedicated DSL.
You could technically run one, but today you'd basically need fiber-to-the-home. You'd also need a business plan allowing custom announcements, or possibly dedicated internet. Or at least a special VPN to a BGP server. Residential fiber won't allow reselling access to colo customers.
If you want to be a colo provider, you're better off getting wholesale colo and then reselling it a la ColoCrossing. Keep in mind because of the "AI boom" that DC space is expensive.
