I was interested in Ulaanbaatar and Almaty but they're out of stock, unfortunate.
You can pay for unlimited per Mbps on their normal offers but then the VMs themselves are a bit more expensive. $2-4/Mbps
What is this logic? The offer is 1TB @ 30Mbps, it's not equal to 10TB/mo.
Found the offers. You have to create an account at https://console.liasail.com and then click "Hot Activities" at the top. The $10 credit only applies if you spend more than $10, so like cheapest plan for 3mo becomes $5.
