I have 5 servers with them and so far im nearing a year and they work great, only 1 downtime because they migrated location. Someone in the past said they are shady, that's why check reviews 1st. For me so far they work good..

Unfortunately there aren't many providers offering in those countries here on LET.
If you care about network latency and reachability, you may use globalping to measure the latency towards your own network from remote probes (usually ran on hosting providers).
For Latvia & Estonia, https://my.weasel.cloud/ and https://hip.hosting/ (same company behind, apparently. Both accept Crypto and are within your budget)
