Hexonet/1API used to be good and didn't have a minimum spend, but I'm pretty sure they're gone now.
Enom's the classic option, but their pricing has always been way too high. Try centralnic maybe?
You don't strictly have to use a reseller account. You could use a regular registrar that supports subaccounts and has an API, and build your own integration using their API.
Enom is absolutely terrible API wise. There's no way to get EPP codes out of domains, its emailed to the registrant, so its pretty involved to do any bulk moves.
Their portal is slow as balls as well.

The domain price is their cost price (they have really good cost prices) + $5/€ per month for up to 100 domains.
For more than 100 domains (starting with the 101st domain), it’s then 1–3 cents per domain per month, depending on the total number of domains you have.
Yep, I have investigated those. Really good pricing, but with small caveat: they try to lock you in with massive "Registrar change" fee. This means if user wants to transfer domain away from me he would have to pay 3x domain registration price. Not acceptable.

I've used Namesilo before, their API is decent and no minimum deposits. Just works.
