  Thanks for the referral but with 32 dedicated cores at $40 its impossible as we only offer high frequency instances that don't have many cores.

  I figured as much. OP, you should consider whether you truly need 32 vcores. And really the budget is too low

  If 32 vCores work then I would take a look at getting a KS-6 server. Although, it is not in NA. It has 16 cores/32 threads for 38.99€/m and one time fee of 38.99€. They don't have the base configuration currently.
