That's sort of like saying you just need a 4 bedroom house. 4 vCPUs could be blazingly fast or they could be incredibly slow, just like a 4 bedroom house could be a mansion or it could be a falling down shack.
In other words, people can get a 1vCPU VPS that's faster than a 4 vCPU VPS these days. If the company offers older hardware, 4 vCPUs will be slower than 1 vCPU on newer hardware.
Almost every VPS here is going to include a static public IPv4. You can easily see which ones have 8GB of RAM and 60+ GB SSD (or even faster nvme), but you have to know the CPU itself to know how good the cores are.
To make it simple, go with one of the offers from GreenCloud that @nitrousdev linked above. Unless you're hammering it non-stop with something like lots of video encoding, that'll likely be your best sweet spot of price and speed.
