  Maybe VDS servers a better choice for you? Or scaleway they have mini dedicated servers.

  If you are US based, OVH is your best bet, For non-US use the link EthernetServers posted. for US https://www.soyoustart.com/en/, You will get the most for your $$. Server4you.com is OK as well. You are not going to get great quality at that price.
