With NovaCloudHosting having their servers in Eygelshoven, it's almost impossible to get a higher roundtrip latency (using fiber connections) to Amsterdam... (Unless ofcourse you do some strange routing - then it can be more).

We're in Eygelshoven, NL at the SkyLink datacenter, so location fits. Note upfront that our XEON line is E5-2697 v4, which you ruled out, so I'll skip that entirely.
Our RYZEN 4G on the 9950X at 5.7 GHz boost gives you 2 cores, 4 GB DDR5 and 50 GB NVMe in RAID 1 at 6.99€/mo, or 6.29€/mo with code LET10. The same plan on the DDR4 line with the 5950X at 4.9 GHz is 4.99€/mo, or 4.49€/mo with the code. If you want to stay closer to your 20 GB disk, the EPYC configurator does 2 cores with 4 GB and 20 GB at 5.99€/mo, or 5.39€/mo with the code.
