I know one! PureVoltage. I've had them on my radar for dedis for years, but never had a chance to try one. But a couple years ago I picked up some VPS on their sales and I'm really happy with it. Zero issue with CPU steal (which is a huge issue at some places, like linode), and the uptime has been excellent, no issues. Even the network has been great, no lag or other issues. I host some MMO games on there, hundreds of daily players, never had a complaint. The experience gave me great comfort about some possible dedis in the future, hopefully those are just as great and reliable. I can't comment on support because I never needed it XD
Controversial choice around these parts, I know, but I got a dedi from @SolidVPS back in April and I have been happy with it.

I'd add SiteHub by @HostDoc. Although they have a strict CPU FUP (25%), they have the best network in Nigeria that I've seen, and the only one in their price class. They're also quite technically-competent.
And this one is going to be controversial, but... iHostArt. Not because they're stellar (so this isn't a recommendation per se), but because people think of them as much worse than they currently are. Their uptime is not even in the bottom 10% of my fleet and it's been ages since they were down due to prolonged DDoS. For their niche, they're better than people say.
I'd never recommend a provider that explicitly disallows all Tor relays, including non-exits, because that shows nothing more than a disdain for privacy (non-exits, bridges, etc. do not create abuse). It's the equivalent of disallowing a private VPN: Doing so does nothing to protect their network and only harms those who support privacy.
