We're in Eygelshoven, NL rather than Amsterdam or Frankfurt, so if those cities are hard requirements this isn't for you. Latency to both is low single digits though, we sit on the Dutch-German border near Aachen.
For the build, our EPYC configurator at 6 cores with 3 GB RAM and 30 GB NVMe in RAID 1 comes to 9.59€/mo, or 8.63€/mo with code LET10. At 8 cores it's 11.09€/mo, or 9.98€/mo with the code. Both well inside your budget. The hardware is AMD EPYC 7543 or 7763, Zen 3 Milan with ECC DDR4.
