In case you wonder what the implications are, David NolimitCloud wrote me: Yes, both port 25 and rDNS can be enabled upon request. And that means, according to another message he sent me: Due to the potential for abuse, we only enable port 25 and PTR/rDNS for verified companies, not for individual users.
Another point that could be of interest is that, at least according to NolimitCloud, EU requirement for 14 days refund is not applicable if the vps was booted. Another statement made to me by David NolimitCloud about refunds is their refund policy only covers purchases made within the first 24 hours (probably when EU 14 days refund requirement is not applicable).

As mentioned both in the LowEndTalk offer and in our previous communication, port 25 and PTR/rDNS are blocked by default. These features can be enabled upon request, but they are subject to a review process.
When a request is submitted, we ask for company details, the intended use case, and relevant domain information. Due to the potential for abuse reports associated with these features, our standard policy is to enable them for verified businesses (such as companies and sole proprietors) rather than for personal individual use.
Regarding refunds, our services are provisioned almost instantly after purchase. Before using our services, customers have multiple opportunities to review our Terms of Service, including during registration, checkout, credit top-ups, opening support tickets and more places.
As part of our service communication, we notify customers via email for every type of transaction, and we also include a clear note stating that our services are digital products which are delivered and activated instantly. We also offer a 24-hour refund policy as a cooling-off period, during which customers may request a refund if they change their mind. In this case, had a support ticket been opened within that 24-hour window, we would have processed the refund accordingly; however, more time has passed since the purchase, so the request falls outside of this period.
We understand that these policies may not suit every use case, but they are in place to keep our infrastructure stable and prevent abuse while maintaining reliable service for all customers.
