We don't do bare metal, but for an RDP workstation a VDS does the same job and leaves you a lot of room in that budget.
In Eygelshoven, NL we can put together 8 cores on AMD EPYC Zen 3 Milan with ECC DDR4, 64 GB RAM and 500 GB NVMe in RAID 1 as a VDS, which comes to 76.82€/mo. That's roughly half your ceiling.
Compared to the Haswell and Skylake boxes offered above, this is Zen 3 with considerably better single-thread performance, which is what actually makes an RDP session feel responsive. All storage is NVMe rather than SATA SSD. Bandwidth is unlimited on a 10 Gbps shared port, and you get 1 IPv4 plus an IPv6 /64.
Two honest caveats. There's no IPMI since it isn't bare metal, though you get full console access, reinstall and snapshots from our panel. And we pre-install the Windows Server image but you bring your own license key.
We've been running since 2019, so the provider age requirement is covered.
