That budget as of now is tight for even other specs u mentioned, unmetered port is out of order. I think you will get good deals if you can tell some actual numbers for bandwidth necessary !!

Location note upfront: our infrastructure is in Eygelshoven, NL rather than physically Germany, but our IP range geolocates as DE in most databases (MaxMind, IPinfo etc.) - which is what usually matters for a VPN endpoint. Latency from NL to Germany is single-digit ms.

With a $5/month budget, finding all of those requirements together might be a bit challenging, especially a clean dedicated IPv4 and a 1 Gbps unmetered port. If you're flexible on bandwidth or storage, you'll probably have more options. Hopefully someone can recommend a provider they've had good experience with.
