OP, I'm only aware of DCs in Delaware is Trijit in Wilmington, if that is close enough maybe you can find someone there.

Don't seem to offer vps but you can send 'em an email, I think they used to do it years ago.
Considering the entire state of Delaware is only 30 miles wide, why do you need such precise placement? Are you bot-trading on the NYSE? :-)
