I was licking my lips until I realized how much noise to get this cooled would probably make me regret. Bought a 48 port 10Gb switch that is so loud I bought foam for the walls.
Unless having a couple of 120mm fans in the pci slot next to it is sufficient at full load. Then I'd want a few for my threadrippers.

Nah, they don't have any display output, you can only do local AI or some crazy scientific stuff.
Even then, you still need either a server that could do HBM2 (very expensive), or go with a HBM2 to PCIe converter and some kind of custom cooling solution.
As I heard from my friend, you need to flash WX9100 vbios to the chip because Windows doesn't have a driver for MI25.
It's for server use and it doesn't have any fans(only heat sink) so if you want to use it on your computer, you also need to put a fan back on the GPU.
If you've already got the soundproofing foam on the walls, you're halfway to running a data center in your home office anyway!
I guess I shouldn't because soundproofing the humm is a hassle. I already make drywall partition

Note that For home users this is annoying to use. You can find a guide here https://wiki.archlinux.org/title/AMD_Radeon_Instinct_MI25 and ensure you have hardware for flashing chips with clips, and it is extremely power hungry for the performance it gives off. It is probably advisable if you have very cheap to free solar in the shed
