I think you already answered your own question: A real US business-ISP. All you'll have to do is mail them. They'll love the idea and it's going to be super cheap too.
I believe shady providers such as Rackdog might offer what you want.

I have a "personal" ASN announced from BuyVM (not my business) and it classifies as an ISP.
But if you want to route it from a real transit ISP, get a cheap carrier-neutral colo and Cogent or HE.net transit. Or pay $300/mo for a 10 Mbps dedicated connection to your house/office.

@OP's proxy clients aren't going be happy with that. Even if he's the sole user that's just 4mbit per scraper/north korean spy worker. Please be realistic.

If you want "residential" IPs you really need to use a Big Telecom ISP. You can't just survive with Cogent; you'll need to pay the AT&T tax in the US, or Rogers tax in Canada.
If you hope your own ASN will be flagged as "residential" IT/security teams are smart enough to know you're a datacenter IP.
Heck, out L2TP tunnels got flagged as a proxy within the first month, even if ours aren't anonymous.
EDIT: If you really want your IPs flagged as residential, start a wireless ISP or if you're in Canada, lease Bell or Rogers lines. But then make sure your ISP is bigger than anything else.
Or become another WeWork and make sure that's your biggest business.

I don't want to be identified as a residential IP; I only want to be labeled as a business ISP. However, I absolutely do not want to be marked as a data center, because data centers are blocked by many websites.
The reason I need a tunnel rather than reaching out to a Tier 1 carrier myself is that I am not in the US, so I cannot enter into a contract with them. Therefore, I need a tunnel service provider.
Can you recommend a few?

they sell you a 1gbit port on a 10gbit, not a dedicated 10gbit or a 100mbit for 40 eur.
