I believe @onidel @oloke can do this but its per hourly not per minute.

AWS, per second billing, if you just want to spin for a short amount of time then go with spot instance and you can save ton of money.
Per minute billing is not the problem. The problem here is fast server spin-up. This process usually takes minutes, not seconds. Afaik, hetzner, vultr and aws was among fastest to deploy vps. Sub 30s.
For us is around 29 seconds to spin up a vm, but in any case I believe billing should start from the moment the VM is installed.
