It costs less than $30 a year, which I use to set up a VPN. The configuration requirement is 1H 1G 1T, or even less.

good luck. International bandwidth is limited in Thai VPS servers. Limited in Mbps, which is even worse. Lightnode vps is only 100 mbps port at 1Tb. Tencent cloud razor speed is 200 mbps but it is shared, and they don't guarantee 200 mbps, and both are outside of your 30$ a year requirement.
You could get a singapore vps and hit great speeds, not sure about 30$ a year though.
I currently have a server in Thailand, but it isn't performing well and is about to expire, so I want to switch to a different provider.
Are you 100% sure that server actually is in Thailand? Going by the pings it looks to be closer to HK/SG/MY.
Try ReadyIDC, Inspace.cloud, and Bangmod Cloud.
