Hi LET,
I'm looking for a custom VDS, preferably in Europe (US is also acceptable if the network and support are solid).
Desired specifications:
12 Dedicated Cores (Ryzen 9950X preferred)
20GB DDR5 RAM
250GB Gen5 NVMe
10Gbps Port
30–40TB Monthly Transfer
Budget is around $40–60/month, although I can increase it slightly for the right offer.
My main priorities are:
Excellent uptime
Stable performance
Reliable support
Long-term service quality

You're right, I should have included the specs instead of just dropping a link. Sorry about that.
If you take a look at the VPS page, you'll see we offer Ryzen 9 VDS plans that are very close to what you're looking for, including dedicated CPU cores, DDR5 RAM, NVMe storage, and a 10 Gbps network.
We can also customize the configuration if needed to better match your requirements.
Anyway, no worries if it's not what you're after—feel free to ignore it if it doesn't fit your needs.
I think you'd be hard pressed to find something truly dedicated in this price range and with these specifications.
12 Dedicated cores and 'just' 20 GB RAM would be that the host node would run with 64 GB RAM. I doubt many if any providers do this. Same story with the storage.
At the asking price the provider would sell the entire host for around $150/month, which sounds like a huge profit loss in these days.
You are either going to get shared cores or reduce your CPU requirement.
Please read my requirements, your available configuration is not suitable for my requirements.

The reason I thought it was worth mentioning is because our closest plan offers:
5 dedicated Ryzen 9950X vCPU cores
20 GB DDR5 RAM
500 GB NVMe SSD
50 TB bandwidth
10 Gbps port
1 IPv4 + /56 IPv6
$50/month
So apart from the CPU core count, it was fairly close to what you were looking for. Still, I understand it doesn't meet your requirements. Sorry for the confusion, and I won't reply further in this thread.

We can offer you the exact specs you want with Unmetered Bandwidth at your $60 / monthly mark. We run off 7950x hardware for our premium servers and we do advertise as VPS but technically they are VDS's as there is no over allocation and we limit the amount of servers per node.

100$ monthly i can easily get a dedicated server, but on VDS 40-60$ not really so cheap.
Sure, you can also get a dedicated server for $20/month :-) But I don't believe either price point would get you are 9950X or 7950X for that matter.

As others have said before the dedicated part kind of kills it. The CPU you are looking for has 16 cores and the whole box costs $177/m at OVH. That's 3/4 of the CPU at ~1/3 of the price. Even if you are fine with getting dedicated threads it's still more than 1/3.
I guess on a custom build you could bring the price down a little by not running 128gb RAM but as @labze said not many providers are going to do that and it probably wouldn't bridge 3/4 and 1/3 anyways.

Since you updated the request towards a dedicated Ryzen server, this may be a closer fit than a VDS:

So it matches the dedicated Ryzen / 12-core direction quite well, but there are two clear differences from your original request: it is not a 7950X, and it is above the original $40-60/month VDS budget. Also, the listed port is 1 Gb/s, not 10 Gb/s.
If your priority is a dedicated Ryzen box in the EU with more RAM and NVMe than requested, it could be worth considering. If the 10 Gb/s port or the original budget are strict requirements, then this probably is not the right fit.
