Second Oracle Cloud Account

Question for people who have used Oracle Cloud Free Tier for a long time.

If your original Free Tier account becomes unusable (for example, you permanently lose access, move to a different region, or simply want to start over), have you ever successfully registered another Oracle account?

I'm interested in real user experiences rather than guesses. Did Oracle approve it, reject it, or keep the application pending?

    I remember someone saying they were instructed by oracle support to create a new account when their old one got "limited". Like, they could login, but couldn't perform any actions on the account.

    For a year I could no longer login into the OCI web console that was throwing DNS resolution error on login, while the VPS was still good. Eventually somehow the VPS died too and I could no longer SSH into it, no route to host. Was never solved.

    My friend had an oracle account that he used regularly for like a year and then he tried to create a new one with similar credentials (probably same address, different card etc) but the new account just got banned in a few minutes from using free tier. The old account was not affected tho
