Modern CPU, Ryzen and that kind of storage NMVe. Your budget is too low and far away from many providers.

We have both Ryzen VPS and Platinum VPS with 1Gbps port speed in Moldova and USA. But not for that price.
If you really want a good performance Ryzen is the best choice.
