If you disable transcoding you can run jellyfin on 1GB ram.

Everything you have been asking for there, just not VPS but Seedbox with Docker Rootless.
+1 on PM I use their media stack, and it runs pretty well the majority of the time, with vai fixing any issues I have fairly quickly but if you plan on using transcoding idk what it'll be like.
