Best of luck with that budget, 10G Unmetered alone can cost that much without the drives.

Rather than a server with 36 disks, I think you need a few NVMe disks to use as a cache for a S3 cloud storage service, such as Mega S4. The setup would be: S3 → Rclone → local mount → your clients.
We never got any abuse report in this server but got few copyright.
I've been using two servers with similar specs that fit your budget at Leaseweb NL, but they aren't regular plan and have very limited stock.
Your best bet would be wait for the next time @dan_onlyservers posts a new promo, might be able to get 12x24TB with 10G unmetered for around $350.
When you say "a few copyright"
In the past 12 months, how many are we talking since most providers will ask you to remove the content and case closed, if you are getting a few a month it can be an issue.

dan_onlyservers really nice server but problem is crypto payment.
I should be able to arrange something, I just need to understand the level of copyright reports that may happen before being able to fully decide if it would be feasible

Only downside is they require KYC but it takes usually a few minutes to complete. I use both of them and its pretty good.
If you don't want KYC, I think Cyptomus offers a no kyc card but big deposit fees.

if i remember it right, mega.io object storage cost $3/TB, 170 TB = $510
and their object storage seems need cloudflare workers to streaming, that's not good

I mean, I currently use 12x16 config from Dan, and this server works like a charm but I thought that maximum what you can get from Leaseweb is 4x24...

No we cant offer something like this, specially now.
10G Unmetered in leaseweb cost more than 250 Euros.
Whoever (Leaseweb Reseller) offered him didnt take any cost for 10G Unmetered BW.
