Central US is preferred, but anywhere in the US is fine. Need at least 8 GB of RAM and four cores. All the hardware is fine just as long as it can run the latest linux distributions, I want to host a Windows VM for me and a friend or two on that server. don't really have a specific budget in mind, but if it's a good price I'll consider it

If RPi works (and you get lucky with stock), JoshR has MysticDev/RPiServers - more info in the LET thread (8GB is out of stock, but this is really the cheapest dedi you'll find)
Otherwise ColonCrossing runs ~$100/yr dedi promos every once in awhile (e.g. pretty good chance you could get one around Black Friday)
You could also consider a super cheap colo like with Microtronix
