Recommendation might be asking a bit much as you'll be lucky if you'll have 2 different options to chose from. If you want to have choices you'll need a somewhat realistic budget.

No. It's somewhere between working for free and loss leader promo level. Most likely it's the second. Only the really big players with self owned IPs, paid off hardware and next to no colo/power costs might manage to turn some minimal profit on that and even there it's basically gone the second you open a ticket.
Cheapest in terms of what? Theoretical possibility? Well, there's no floor when it comes to hosts taking a loss in return for promo. Something that'll be available now and not just randomly show up in a couple months, years or possibly never and maybe even not on some completely random noname host? You'll probably be hard pressed to get anything exciting even at like 2€/m. In any case something around the 20€/y range is already 1000x more realistic than 10€/y (below that... well...).

Personally i wouldn't want to deal with IONOS but like i said you won't get a lot of choice around that price segment.
Disclaimer: I'm not sure if location Europe actually means Germany here. It's likely but i don't really feel like digging around their site. Choose 12 month term to avoid the 10€ setup.
