Cheap Dublin/Ireland VPS providers or deals to watch?

I am looking for cheap VPS offers in Dublin, Ireland, or nearby locations with good latency to Dublin.

I am currently using AWS eu-west-1, but for some small workloads I would like to find cheaper VPS options.

This is more of a long-term watchlist request. I want to know which providers are worth following during big sale periods such as 618, 11.11 / Singles' Day, Black Friday, Cyber Monday, or any other recurring promotions.

Requirements are simple:

• Dublin/Ireland preferred
• Nearby EU/UK is also OK if latency to Dublin is good
• Linux VPS
• IPv4 preferred
• Stable network
• Low monthly/yearly cost
• Decent provider reputation
