Looking for cheap dedicated server / VPS with Intel iGPU for transcoding

Hi, I’m looking for a low-cost server with Intel iGPU exposed for hardware video transcoding.

Requirements:

Budget: around $20–30/month
Intel CPU with iGPU / Quick Sync
Must expose /dev/dri on Linux
Need H.265/HEVC → H.264 transcoding via VAAPI / ffmpeg
Real-time transcoding is not required
Dedicated server preferred, VPS is okay only if iGPU passthrough works
Location flexible
Bandwidth: reasonable/unmetered preferred

My friend, if you want any iGPU and 20$/m this cannot worky worky. Much electri plus.
