It's for you to decide. There's hiccups here and there, but it's not a scam, and it's cheap.
If you are ok with some potential downtimes and if you are willing to spend some time talking with support in case some issues arise - it's fine.
They are postponing decisions themselves regarding customers, so I'd say, so should (potential) customers...
Everything is going wrong, more than half is down. But you can still buy a VPS right now at DeluxHost. Just stopping sales because your server farm is down? No way!! just raking in the money!

For my part, I’ve cancelled my order following multiple outages on my server over the last few days.
Looking back through the conversation history, it seems I’m not the only one, and clearly this happens regularly.
