Want a ~$40/yr vps/vds with amd cpu, 2c/4g, 35g+ storage in EU(exclude Germany,France,UK)

Hi I'm looking for a AMD KVM VPS/VDS located in Europe(exclude Germany,France,UK,Russia)
Requirement:
KVM
AMD cpu(EPYC or Ryzen, Athlon is clearly not acceptable)
2 core or more cpu cores
4g ram(3.5g is still acceptable)
1gbs to 10gbs uplink and at least 2 TB monthly transfer(unmetered with fair use is acceptable too, monthly transfer can be lower if the price is lower)
one ipv4 dedicated ip(native ip perferred), ipv6 is preferred
Would accept any SSD storage capacity more than 35g, however if the price of the offer is lower then 25-35g is still within the acceptable range(depend on the price of the offer)
Planning to use it to build a SearXNG search proxy, a dns nameserver, a private doh server and a small git server, and I'll put it behind a cloudflare cdn so I want good peering with cloudflare, but it's not required
Will use this as a personal vpn node and occasionally I may download torrent files through it(like twice a month with at most 100gb traffic, so not like a lot and I wont be seeding through this vps), if you completely disallow vpn or torrent download then no. Would perfer a native ipv4 and a lower fraud score of the ASN(hate doing captchas again and again, hate captchas)
Will compile Arch packages with it sometimes so it may have cpu spikes more often but it wont be something happening constantly
Budget:
Around $40/yr, can accept a bit higher depending on the spec of the offer
will only accept annual offer
can pay with crypto(usdt/usdc) or credit card
Notes:
Because I would want to use it for vpn and other personal services, I dont want heavily oversold or unstable nodes
Please mention any fair-use limits or throttling policies clearly.
Would like to have a looking glass of the offer and it'll be great if I can know the potential ip range.

  • Also want to clarify the requirement for native ip isnt because AI services, the only AI service I use is gemini and it's not picky on the ip, so if your ip is banned by chatgpt ofr claude it's fine(tho the ip quality is quite concerning in such cases)

    Also due to the services I would like to use and the vpn technology I use, a dedicated ipv4 would be strictly required.
    Also 1TB traffic per month is a bit too low ngl.
    Even tho it's for my personal usage I still require tons of monthly transfer.

    Forgot to mention, I would perfer VPS located in Bulgaria, Switzerland, Romania, Iceland, Sweden and Moldova, but other locations could still be acceptable. For Netherland I already have one vps at Amsterdam so not looking for one more.
    The top price I can accept is around $50/yr, I can go a few dollars higher but that's it.

    Not AMD but this seems to be the best option.

    I can recommend leasweb vps (network is messed up even they say 10Gbps but others are good to go)

    They do sell single vps , and may be you can find cheaper resellers

    (Their official way is slower for first time due to kyc)

    I can't vouch for them personally but AlphaVPS has a very good reputation. I doub't you would make a mistake their.
