Define "best offer". An $80/year system with 500 GB @ 20 Mbps, 1 GB RAM, 10 GB SATA SSD, and 1 oversold E5v4 vCPU is going to be pretty damn impressive in certain countries.
So what is it that you value? Total memory? CPU speed? Number of CPU cores? Disk size? Disk speed? Network speed? Quality of upstreams? Unusual location? SLA/fast support? DDoS filtering?
This is a bit like asking what the best vehicle you can get for $300,000 is. A lambo is going to go a lot faster than a boat. A propeller airplane will fly a lot higher than a lambo. A backhoe loader can lift a lot more dirt than an airplane. And a used Honda Civic with 100k miles on it is going to be an absolute luxury in Cuba.
Like for example a bunch of CN2 connectivity or a VPS in Liechtenstein? Both could be great offers... if they match your interests. Location alone... how good is the best spec if it comes with a bunch of latency? This might work for cheapest but with best noone really knows what they should offer you.

That deal is pretty good, ngl. But I feel a balanced plan would be better. I added it there as well. Something like 14GB (or 16GB if possible) RAM, 6 vCPU and 200GB NVMe would've been better than giving 20GB RAM and just 3 vCPU.
