Looking for replacement of racknerd as plan B/backup.

So let's get straight directly.
I'm looking for a alternaive provider as possible replacement of current racknerd dc03(For later use/backup,no immediate migration plan yet).
Specs:
2 cores(must)
~2G mem(must)
25~30G disk[ssd / hdd raid,not disk heavy tasks anyway]
in USA(excluding colorcrossing DC)[or even possibly Asia?]
ipv4 required(no reputation requirement)
PRICE: LESS THAN 20USD/year
ColorCrossing might be a good network in USA, but definitly the most worst network to CN.
What about recent cloudcone sales<<
Well it seems interesting but the price is a (really)bit high,and I do not need that much specs.

No we do not have a looking glass or file speedtest. You can check routing with 143.20.112.1 if you require to know how latency is, but for a speedtest I can't really help.
Latency is ~300ms seems a bit high but still reasonable for NYC.
No packet drop in test which is a good sign.
But the main issue is the real speed,But since you said it can't be tested.I'll consider though.
Latency is better like 250ms but packet drop is high

Your mail soft seems malfunctioning.
Most US/EU providers do not have direct route to China, cloudcone might be your best choice.
I would like to recommend BandwagonHost as they signed direct route with China Telecom.
But under your budget and China optimised requirement, there're no btter choice except Chinese providers.
Check nodeseek instead.

Racknerd dc03 has network issue with China mobile from today,for China Telecom and China Unicom,no problem at all.
Their SJ and DAL datacenter are both not so good either,I am also considering migration 3 of my vpses within this year to other provider.
when there is network issue,they will say it is China GFW issue. Actually,if it is GFW blocks the IP,all China Telecom,China Unicom,China mobile can not access at all.
Current problem is only China mobile,so that is upstream provider issue.
DC03(CC) is always the worst in China.
When you didn't subscribe to China Mobile direct route, the choice of which overseas carrier to peer with, is determined by your service provider (China Mobile).
To cut costs, they may switch to cheaper yet lower-quality China‑US carriers—such as Cogent, or reduce bandwidth.
This issue does not occur if you purchase their own premium route, for example CMIN2.
US carriers provide multiple routes to connect to China, but they cannot decide which specific link China Mobile uses. That decision rests entirely on your side.
I will wait till the end of weekend,if still same issue,I will give up racknerd. DC03 is bad,it never happen when using DC02 for many years.
