hostbrr or interserver shared webhosting has noname dns servers.
noname dns servers is only a nice to have.
desec.io allow cnaming their ns in zone, but soa ns can't be changed still their ns. Vultr allow changing everything including soa ns. Digitalocean allow cnaming zone ns too.
They started to charge 1$ per month minimum for many months, don't know how you figured that out now.

I don't think you can whitelable AWS DNS.
Pretty sure you can - so much as it is possible to whitelabel any DNS.
You can certainly CNAME the NS records and I'm pretty sure you can change the SOA. There are specific guides on AWS docs for forcing your account to use a predictable NSSET so that all zones on your account use the same
*.awsdns-*.{com|net|org|co.uk)servers. However, the IPs and PTRs will still resolve to Amazon's services.CloudNS used to charge $25/month if you wanted dedicated IPs and PTRs. One black friday they were selling this for more than 50% off (non-recurring), I gave it a whirl but didn't renew because I realized that any person kncowledgeable enough to look up the reverse dns will also know to check the IP, and will see that the IP is from CloudDNS's subnet. So the whitelabeling only gets you so far. For my purposes I just want predictable names I can plug into my domains without looking at ns44321312312.awdns-9923123213123fuckthegreenparty970781213.com or whatever.

You need at least one active service (cdn, dns, containers, storage etc) for the $1 minimum to be active
I believe they are removing the fee for DNS entirely, may be worth reaching out and confirming this.
Can doing this (with or without asking) be ethically bad? Also, can it violate rules, including rules that will get one blocked from doing business or banned from using a service?
I don't understand your question. One'd think that, if the provider gives you a guide on how to whitelabel their dns, then whitelabeling the dns should be "ethically alright". It will depend on the T&Cs of whatever provider you use if you will be banned or blocked from doing business; I cannot answer that question universally.

They always do, minimum is $1, so if you spend 0.00000000001, they charge you 1.
I have been using bunny for domains related to business or any production website, and selfhosted personal ones using powerdns, on 2 of dedirock's vps, so it's like ns1. and ns2. Setup using a primary and 2 secondaries, works well.
I was also charged $1 in April. I'll see how it goes in May.
I have been with them since late 2018 and my account is grandfathered which isn't applied to the $1/m minimum rule. But $1/m is approximately what I actually use anyway.
Yeah, when im correct they send an information last year that they charge $1
