Why not just get a OVH ECO server in Singapore? They're like $35-40 when the smaller storage configs are available. Or are you already using those and want to switch?
Outside of the big names OVH, Contabo, Leaseweb, you are asking a lot.
It's not available unfortunately, even if it is there's no NVMe. And yes I'm using few of eco ovh and want to shift because I don't need 2x4TB hdd
