In our last 30 days we have maintained 99.999%+ Uptime.
There is no service that will offer you a full refund of any service if you drop slightly below SLA, 2 Min 11 Seconds of downtime per month is what we have access to.
If you want mission critical 100% SLA I'd recommend larger solutions like Akamai and Cloudflare, we will NEVER be able to offer 100% SLA nor offer 100% refund for an ENTIRE month for dropping below 99.995% SLA.
Credits are given based on the time below SLA and prorated based on your monthly bill.
It's very normal for companies to provide SLA and if it's not met they offer a full refund for that month or package. Below is AWS and Azure does full for under the promised sla. Note that AWS 99.9% 10% credit is only that little because it's for partial outage, if full outage its 100%.
Credit Tiers: Credit percentages scale with the severity of the outage. For example, if availability falls below 99.9%, you generally receive a 10% credit; drops below 95.0% yield a 100% credit for that service's charges

If you want 100% Uptime SLA I would recommend you Cloudflare Magic Transit, Or Akamai Prolexic, or you can go with your own suggestion in which you can purchase Azure Shield and or AWS Shield.
Fair with you on ur point, but you both miss the point too, majority of ddos won’t need any of this, most can be stopped with simply null routes of public proxies.
Type of people to be hit with such attacks, will find end-points to hit that will cause denial of service regardless of ur service can adsorb it.
Surprisingly, some of the biggest attacks come from angry kids using public DDoS-as-a-service websites. They aren't even going to know what endpoint means in this context. All they know is a URL or IP that they want "booted".

Yes but majority of public ddos services, really 100% on public scraped proxies to amplify, and send attacks.
Not many “public” services rely on botnets, or hard to stop methods, a simple auto-scraper and blocker of these IP’s stops majority of attacks
