Although with budget this low, Alibaba/SurferCloud (ucloud reseller) will likely be the only possible options.
This is interesting because they use some kind of NAT, so it is very difficult to say where the server is located. It may be in SG, HK, VN but then connects via PH NAT server.
Your nearest bet (and if you increase your budget x2) would be Mullvads VPN server exit there.
Literally chose one of the most expensive locations in SE Asia, even locals host in HKG/SG.
For reference, the latency from PH to SG/HKG is between 20-40ms, quite manageable.
You are probably over-engineering whatever you are trying to do.
