Honest answer: at $30/yr for 2-4 GB RAM, we won't fit. The smallest EPYC config that hits 2 GB RAM runs about 4.54€/mo (~$59/yr), so roughly double your budget.

At <$30/year total for 2 VPS, we would not be a fit for the specs requested.
Closest options on our current Europe VPS line are:
So we can get reasonably close on RAM, but not on the total yearly budget, and storage would still be 40 GB rather than 50-70 GB.
If budget is the hard limit, I’d suggest deciding whether RAM or storage matters more, because that trade-off will narrow your options faster than comparing brands.
