Depending on your use case, you might prefer a @PulsedMedia Mini Dedi to a VPS. The website doesn't show any as available right now, but if you can get one at some point, the performance is really good. It's not enterprise hardware though, so if your use case is something mission critical, it might not be a good fit.

Alyn appears to be located in Turku, which is not ideal for low latency to Moscow.
Best bet is to look for a provider in central Helsinki, that's where all the networks interconnect. You might find some provider in eastern Finland, but more likely than not, they will backhaul through Helsinki anyway.
Fopr those specs just get one of our M10G Seedboxes, close enough to VPS for most uses with docker rootless.
Otherwise just a VPS
Our datacenter is in Lauttasaari, Kiviaidankatu 2 -- very central helsinki, network wise cannot get more central
