@qps is your go to for Ashburn
You would have better luck with NYC Metro area from the following providers.
@PureVoltage
@ReliableSiteHosting / @MrRadic
@fiberstate
With private networking sounds like something Purevoltage or WebNX in NYC area can probably do. I don't even know of any reputable providers in Ashburn that have Ryzens other than maybe Quickpacket like the guy above mentioned..

For Quickpacket, it will most likely have to be a custom order since they don't really have Ryzen/EPYC readily available unlike Xeon servers
Also there is the option of going OVH if you need Ashburn area... but it will have to be EPYC instead of Ryzen since they don't support vRack (OVH Private Networking) and then the added costs of upgrading the ram and then the drives to 6-8TB NVMe. Next thing you know its like $300+
