You can check https://serverdeals.cc , they list deals under 15 dollar per year. (No affiliation with that website)
That's massively overspecced unless you are really planning on handling 10 million DNS requests per day.

@blu3bird - unfortunately we can't fit this one. We're in Eygelshoven, NL (not Germany or UK), and our cheapest IPv4 plan runs ~17.88€/yr, so it's outside both your location and price requirements. rDNS we do support, but the location lock rules us out here. Good luck with the search.
DDoS protection should be mandatory.
