I have never seen a direct reseller of Hetzner's VPS. Probably wouldn't make much sense considering the prices are already not exactly low. I guess you would have to go with a provider that has servers at Hetzner and sells those sliced up as VPSs.

All SMTP ports are closed by default. Regarding you question about location. It is all ARM, Cloud servers and dedicated servers on our website. So you can find those categories directly.
