do they have network issues very often? I heard from someone that I know who uses this company and they said their server goes down every four months or so

I can vouch Servarica
Servarica is a prem.
The server is fine, disk and network are solid. CPU performance is less consistent and can drop by about 20%, possibly due to boost/power management. But the price per core is cheap anyways.

Although, their margins are probably microscopic, so don't expect much from support.
