  I haven't read most of the thread (i don't need residential IPs and its mostly just same old same old anyways...) but as far as non grey to black services are concerned the best bet is probably to find a host that has a bunch of boxes on a business line of some residential ISP that doesn't clearly split consumer and business IPs.

  The results may vary depending on the actual ISP/setup but in the end that is probably as close as it gets to a legit residential VPS. Hosts running such a setup are rather rare though since these kinds of lines really aren't that great for commercial hosting services (DCs aren't just a thing because people like the looks...).

  Its pretty much the only option though since actual consumer lines are even worse when it comes to hosting (outside of IPS's TOS practically always disallowing commercial use) and IP ranges that slip through detection by more or less cleverly claiming to be residential when they really aren't are under constant threat of being fixed, which is just a matter of time once enough people do whats usually done with these kinds of services.

  TL;DR: Unicorns don't exist and the chances of finding something close are slim. What actually exists either comes with a bunch of downsides or is expensive.

  You might have luck with some very exotic locations where ISPs might not be categorized correctly. Maybe try central Asia, eastern Africa, Caribbean? None of those hosts will be cheap but countries with smaller IPv4 ranges might be more likely to not cleanly separate business and residential IPs. Complete gamble on if you'll find one though, and most likely won't last.
