With this budget you could more or less just get a Hetzner auction server and likely have at least double the RAM + a bunch of extra storage at ~40€ but you will probably get a more fitting offer elsewhere.

AFAIK not if you got the service transferred. They only ask for KYC, if the payment method and the information in the profile don't match on the first order.
