Looking for the cheapest possible VPS (new learner)

I recently learned about VPS i have been using linux for a few years now, and i kinda wanna learn about the internet hosting and hosting and stuff like that,
i read online that instead of messing up my base linux install that i use daily i can rent servers (vps) on the internet for cheap so that i can do all the hosting and stuff like that,
i'd like to host:
a simple website maybe,
an IRC server / client ??
some other side projects,
slightly exploring other things (putting out things to download on my website to distribute files,
not high traffic etc)
what kind of things should i be knowing before going headfirst into this journey ? what kind of VPS should i be getting ?
i also want to like maybe hard reset the vps also at times,
nothing too crazy i don't care a lot about the perfomance only the cost (i'm a brokie student) or the ping location i just don't wanna have to choose want i am running, i want to like uk running multiple software so as to get an idea on how to manage them as well,
so my question is:
what kind of VPS should i get ? i want to get it as cheap as possible
can y'all provide some links to providers or offers ? (i did see the 1 dolla offer on the lowendbox if something more cheap is available i'd like that)
how do i go about finding more cheap providers if i need alternatives , (aka where do you find these cheap providers)

128 mb would be too less ? like 20 -25mb by the os itself, maybe 30-40 mb for the web server software and uhh with the IRC server i might start having problems ? i am asking . not really sure.
Have u got any sort of limit to your budget your can probably find something around 12$/year to learn stuff, if you get an ipv6 only (not recommended imo) make sure u have a way to connect to it I learnt the hard way lmao
You could also try free tiers from some of the large companies E.g aws or google has free credits iirc that’s how I first learnt stuff

Often you can use a debit card – "credit card" tends to be used to mean all payment cards (debit, credit, and charge).
That said, the cheapest way of learning would be using VirtualBox on your local machine. It's free!

Outside the fact that no one will be able to guess what some other side projects comes down to you should be pretty much set with even the most minimalist of specs.
I wouldn't even rule out the 128MB RAM mentioned earlier (for an IRC client + simple webserver + a little something this should be perfectly fine - maybe not so much if said webserver is supposed to run some kind of fancy scripting though) but in general the average $10-12/y offer will come with 512MB-1GB anyways.
As far as NAT/IPv6 only is concerned i agree with @Hayzee in that you probably do yourself a favor in skipping on those offers unless you are on an extremely tight budget and/or are certain that it will be sufficient for what you are planning to do (you could always stick your webserver behind Cloudflare's free plan to make it reachable by IPv4, your favorite IRC network likely has at least 1 server supporting IPv6 and the host probably NATs your SSH port, so maybe it could work out...).
If you choose to go IPv6 Only path and have android phone.
i think on android phone we can connect to our IPv6 only VPS using Cloudflare 1.1.1.1 WARP Android App thing no matter if your carrier support IPv6 Or Not.
and some other method too if you want.
IDK if you are on PC, should be similar method too.

Just get a Tierhive VPS. You can adjust the amount of memory on the fly. Use their free HAproxy to host your website.
Alpine will run just fine in 128 Mb. Up your memory to 256 Mb if it feels tight.

thank you for your suggestions, i have done just that, i loaded my tierhive account with the minimum dolla amount and tuned down the settings with the burn rate i have rn i could keep my vps up for atleast a few months so that's alright if i need to tune them up sometime, i'll just spend lil bit more.
You better have a good vps for learning. Dont waste your time and the emotaion of learning.
Oracle accounts are so difficult to register. I don't know if it's because I'm in China, but I've encountered the ABC error dozens of times.
