Well, sometimes there is still crazy promos in the $6-10/y range but usually its rather about $10-12/y. The later aren't all that hard to come by. Just look around the offers for a bit and prepare for the worst.
Edit: Super tiny specs like 128MB RAM don't really make much of a difference these days.
IPv4 addresses are so expensive that I doubt there are (m)any deals sub $10, even if they only have e.g. 128MB of RAM. Typical pricing for IPv4 blocks is $20+ per IP address.

Well, many is relative but they exist. You will just have to lurk for a while and sooner or later a couple will show up. These are obviously loss leaders but its not like that would matter much from a client's perspective (well unless the company sells too many and deadpools).
Like i said, the RAM isn't much of a factor anymore (even with current insane pricing)

Pricefactor. There just isn't much of a discount potential with going low on RAM anymore and like i said the really cheap VPS are loss leaders no matter what anyways.

Listen Guys, I use TierHive, it is the lowest VPS provider currently in the World, but they just provide NAT, im not expert so I face problems to Run a Grav CMS website. Im looking for a dedicated IPV4. It smoothly run on 128MB RAM...
It just cost 0.1$ per month! But it is NAT, they have IPV6 also, but I'm facing problems to route the traffic..
Uh, I can't think of any other solution other than using CF pages or get shared hosting.

You're being very ambitious in terms of pricing. $15 per year would give you more options -- I appreciate that's a ~50% increase on your initial goal, but fundamentally nobody is going to rent you $20 (or more) worth of IPv4 for $10 per year, especially given that the $10 also needs to pay for e.g. power, support, credit card fees, etc.

There are 128 and 256 MB VMs and it's NAT + ton of IPv6.

Just select a location with native IPv6 (not Buffalo NY, Dallas TX, and Netherlands).

Half the people here can't run a VPS without bloated hipster software stacks and think anything under 4GB of RAM and 2 vCPU cores isn't adequate for their 13 daily users of their blog.
We can do micro KVM servers, 128, 256 and 384. Stopped because many modern OS templates need more than that for automatic install, but will boot up and use much much less than need for installation. Was just creating too many tickets and headaches.
