not interested in fapping on every spec of server i buy cause ill need it just for a month for vpn, so i’m in need of:
- good ping to moscow
- something cheap, not over $15
- fast-working

Hmm at least your budget is somewhat realistic. Is Peru a 100% requirement? There were a couple offers in Chile and Uruguay in the past i think but i don't i don't specifically remember Peru. I mean there will probably be at least some VPS on the local market but you would likely have to deal with Spanish interfaces/staff and pay local prices using local payment systems.
Latency would probably be the least of your problems as you will pretty much have to take what you can get anyways.

Ping to russia is not good of course (~200ms from Moscow) but it's unlikely you find anything better with those requirements
Starts at $38/y (or $7/m) for 1c2g, has no ipv6 afaik but has unmetered traffic. You will need to deal with local payment methods. I think @zGato has a VM with them.
Or lightnode (kaopu cloud), they also have a PoP in Peru. For your use-case should work as well - ping test result
