You might have to look into hosting in Germany. Hosting in smaller markets is generally more expensive. You can easily hit 10€ in Germany, other places, not so much.
My best option would be layer7 at that price range, seems to be quite respected too, but I'd prefer Poland or Sweden just for the latency to be better.

L7 to MVPS Stockholm, 24 ms and I am putting load on the both of them at all times. Dunno what you define as low ping, or rather how low ping you need.
