No.
My honest reaction:

Atom™️ Special from ReliableSite

If you bump the budget a bit:
TierHive by @backtogeek
As noted your budget is unrealistic. You need to either accepts E5v2 CPU or up budget by 1.5 - 2x. Even then you are looking at older CPUs like E5v4 or Ryzen 7xxx.
Best you can do is:
Xeon Gold NVMe Special 1
14 Available
Starting from
€9.99EUR
Annually
1 vCore Xeon Gold 6122
2 GB RAM
40 GB NVMe Disk
2Gbps Network
10TB Transfer
1 IPv4
/64 IPv6
Virtfusion Panel

Your specfic request:

Considering that it’s IPv6-only, I don’t think I’m making an unrealistic unreasonable request. Isn’t the IP fee roughly $1 per month? I don’t want an IPv4 address, instead, I want better performance.
Yes, you are. Modern CPU or 2 GB RAM. Choose one.
No.
You are not going to get a modern CPU and 2 GB RAM for $0.25.
Like, Sorry, I’ll correct that. I’ll adjust the IP price to $0.50 per month. If you know of any company that offers IP rentals for less than this, please let me know.
Just look in the pinned LIR thread.
Okay thanks
Any anys

Beggars can't be choosers.
What about this one?
CPU Cores : 1 vCPU (AMD EPYC 9275F 24-Core Processor )(GB5 : 1823)
RAM : 2.00GB
NVME Disk : 20.00GB
Traffic : unlimited
Backups : 3
IPV6 ONLY
12Eur/Year
looks not bad
what provider?

However, this is an Easter edition, so you might have to wait for the next promotional event to buy it.
If you can afford a bigger one time fee, you can take a look at zap-hosting's lifetime offers. I know that many people don't trust it, but their finances look good and there are already many lifetimes VPSs running for 3+ years. You only have to open the VPS on their website every 2-3 months to stay active.
https://zap-hosting.com/en/shop/product/lifetime-vps/
PS: If you get it during a flash sale, you can get 4C, 4GB, 25GB NVMe for around 48€. Without discount it's 64€
Edit: forgot about them not having IPv6 yet, the VM would have a IPv4 and in a few weeks/months also IPv6
Risky business. No guarentees on CPU, which was one of the main requirements of OP. You get random CPU and still have to hope they don't go under in over six years to break even.
How convenient. An easy way for the host to reclaim the VPS.
More like $79.
I wrote about the same price, but in euro, if you didn't see that.
Not really, support is willing to migrate you to Epyc if you create a ticket, as they still have some legacy Xeon systems. I have done that multiple times with no problems at all.
Well, there must be a way, otherwise what happens when a customer dies, do they need to reserve the resources forever? It's easy to login into their GUI, connect Google, instant login without captcha, click on the server (first link after login), done. I don't see a problem here.
To add to this sentence. zap-hosting is a huge business doing millions in revenue each year. I would trust them more to be around longer than 3 years, than most providers here doing 10-15€/y deals.
Yeah, I just now noticed that the price changes depending on what the site thinks your tax rate is.
That's nice, but that's still no guarantee you won't end up with some random CPU as time goes on.
Some method to reclaim VPSes are reasonable. 2-3 months is just acting in bad faith.
Sure, you are likely right about them being more stable than the random fly-by-night LET provider. That being said, they are still a relatively young company with only any meaningful operations since 2023. Five years is a long time in this industry. It may or may not be a lifetime.
Where did you get that from? They operate since 2010 and I personally used them way before 2023.
datalix

SKRIME.
To mention a few with v6.
Any of these actually fit the other requirements?
I looked up the financials I could find. 2022 had hardly anything. Maybe I looked in the wrong place or they restructured.
I have this for $12/month, which I know is high, but $10/year is very low!
Well, actually I have two variants of this.
SporeStack EU: /128, with a good CPU.
Slow Servers: Routed /64 with an old, low power CPU.

Look this
Don't bother with deluxhost, you will end up spending hours troubleshooting their servers. Your time is valuable and isn't worth saving a couple bucks.
