Looks like Sweden would give you the lowest latency - around 60-65ms.

The budget doesn't help very much, at some point you will hit the fair usage policy and with vps services you will be a bad neighbour.
"Technically" we're unmetered but don't advertise it. After the (generous) monthly bandwidth limit is reached (1.5Gbps to 5Gbps depending on plan) the VM is throttled to 250Mbps until the monthly anniversary of the VM is reached, then it resets back to the full total.
